The Charter Revision Commission is responsible for making recommendations for important changes to the City’s Charter that affect the City of Norwalk’s government. In September 2024, the Common Council established a new Charter Revision Commission to build upon the work of the 2022-2023 Charter Revision Commission by considering ways and means to improve public access and understanding in the operations of its municipal government. The Charter Revision Commission will be meeting biweekly.

2024-2025 Norwalk Charter Revision Commission

On November 7, 2023, Norwalk voters passed the 2022-2023 charter revision. This was the first comprehensive charter revision in Norwalk in 100 years, modernizing the City’s governing document by clarifying and streamlining City operations and standards, formally emphasizing public engagement and establishing regular charter review, among other things. 

In September 2024, the Common Council established a new Charter Revision Commission to build upon the work of the 2022-2023 Charter Revision Commission by considering ways and means to improve the public’s access and understanding of the operations within its municipal government.

2022- 2023 Norwalk Charter Revision Commission

The 2022 - 2023 Charter Revision Commission was established in September 2022 to conduct a comprehensive review of the City of Norwalk’s Charter. The Charter was adopted in 1913 and contained provisions that were no longer applicable to current City operations. As part of this process, the Charter Revision Commission met regularly with City Department heads, officials from other municipalities, subject matter experts and the public.

In June of 2023, the Commission brought its final recommendations to the Common Council, following which the Council moved the recommended changes forward to the public for approval. The public overwhelmingly approved the proposed changes on November 8, 2023.
